Bio

Dr. Chen is a Professor in the Department of Information Systems and Business Analytics. He is a member of the ISU MBA Core Faculty, a Graduate Faculty of the ISU Center for Cybersecurity Innovation & Outreach, and a Faculty Expert of the ISU Translational AI Center.

He holds a Bachelor's and a Master's degree in computer science and a PhD degree in management science and systems from State University of New York at Buffalo. He received an advanced certificate in information assurance from State University of New York at Buffalo and the National Security Agency. He is a Microsoft certified database administrator and Microsoft certified systems engineer. Dr. Chen is an AIS Distinguished Member.

His research focuses on artificial intelligence, cyber-security, information privacy, extreme event management, and social media. He has published over 80 high quality research articles in leading journals, conferences, and books. The journals that he has published papers in are such as MIS Quarterly, Information Systems Research, Journal of the Association for Information Systems, European Journal of Information Systems, Information Systems Journal, Decision Support Systems, and Information & Management. As of October 2023, his citation count is over 4,000, h-index is 27, and i10-index is 42. His research has been discussed and cited by media outlets such as Bloomberg BNA and ABC News.

Dr. Chen has served as an Associate Editor for Journal of the Association for Information Systems, European Journal of Information Systems, Information Systems Journal, Decision Support Systems, Information & Management, and Information Systems Frontiers. He is on the Editorial Review Board of Information Systems Research. Dr. Chen has also served as a Special Issue Associate Editor for Information Systems Research, Journal of the Association for Information Systems, European Journal of Information Systems, Information Systems Journal, and Decision Support Systems.

He has served in various roles (e.g., conference chair, program chair, and track chair) for many academic conferences. He is the Secretary of the International Federation for Information Processing (IFIP) WG8.11/WG11.13 Information Systems Security Research.

He has received multiple funding, as a principal investigator, from the National Science Foundation. An example of recent grants is titled "Collaborative Research: Information Technology and Emergency Response Improvisation" ($499,708).
